Where weddings are concerned, the colourful bits (8)

Ross

I believe the answer is:

confetti

I'm a little stuck... Click here to teach me more about this clue!

'where weddings' is the definition.
Although both the answer and definition are singular nouns, I don't understand how they can define each other.

'concerned the colourful bits' is the wordplay.
I cannot really understand how this works, but
'concerned' could be 'on' (I've seen this in other clues) and 'on' is present in the answer.
'the' could be 't' (the is pronounced as a 't' sound in some dialects) and 't' is found within the answer.
This explanation may well be incorrect...

'are' acts as a link.

(Other definitions for confetti that I've seen before include "Bits thrown at weddings" , "shower of a union?" , "Bits thrown over a newly married couple" , "Paper pieces thrown at wedding" , "Paper used at weddings" .)

I've seen this clue in the Evening Standard.
