'misstates' can be an answer for 'says' (misstating is a kind of saying). I'm not certain of the 'wrongly' bit.

'country will' becomes 'state' (I can't explain this - if you can you should give a lot more credence to this answer).
'be involved in' indicates putting letters inside.
'failure' becomes 'miss' (miss is a kind of failure).
'state' going inside 'miss' is 'MISSTATES'.
