I believe the answer is:

acronym

I'm a little stuck... Click here to teach me more about this clue!

'nato say' is the definition.
Although both the answer and definition are singular nouns, I cannot understand how one could define the other.

'yankee president cycling over' is the wordplay.
I cannot really understand how this works, but
'yankee' could be 'y' (phonetic alphabet: alpha, bravo, charlie etc.) and 'y' is found within the answer.
'over' could be 'on' (physically on top of) and 'on' is located in the answer.
This explanation may well be incorrect...

'to' is the link.

(Other definitions for acronym that I've seen before include "quango, perhaps" , "UNICEF, perhaps" , "Ernie, for one" , "NATO's one" , "Word made from initial letters of other words" .)
