Bodies of water covered in fine snow? (6)

Ross

I believe the answer is:

flakes

'snow?' is the definition.
(snowflakes)

'bodies of water covered in fine' is the wordplay.
'bodies of water' becomes 'lakes' (lake is a type of body of water).
'covered in' says to put letters next to each other (some letters go on top of or cover others).
'fine' becomes 'f' (abbreviation).
'lakes' after 'f' is 'FLAKES'.

I've seen this clue in The Independent.
