'boot wearer' becomes 'puss' (fairytale character Puss-in-Boots).
'upset' shows that the letters should be reversed in order.
'about' is an insertion indicator.
'closure' becomes 'end' (I've seen this before).
'puss' backwards is 'ssup'.
'ssup' placed around 'end' is 'SENDS UP'.

(Another definition for sends up that I've seen is " Takes the mickey".)
