Crossword Genius

Chief instigator putting pressure on banker about note (5,5)

Ross

I believe the answer is:

prime mover

'chief instigator' is the definition.
(I've seen this before)

'pressure on banker about note' is the wordplay.
I cannot really understand how this works, but
'pressure' could be 'p' (abbreviation) and 'p' is present in the answer.
'on' could be 'over' (I've seen this in other clues) and 'over' is present in the answer.
'note' could be 'me' (musical note as in do-re-me) and 'me' is located in the answer.
The remaining letters 'rim' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

'putting' is the link.

(Other definitions for prime mover that I've seen before include "original author" , "Chief instigator" .)

I've seen this clue in The Times.
