I believe the answer is:

melbourne

'university city' is the definition.
'melbourne' can be an answer for 'city' (Melbourne is an example). I'm not sure about the 'university' bit.

'girl carried round' is the wordplay.
'girl' becomes 'mel'.
'carried round' becomes 'bourne' (I can't justify this - if you can you should give a lot more credence to this answer).
'mel'+'bourne'='MELBOURNE'

(Other definitions for melbourne that I've seen before include "First capital of Australia (1901-27)" , "PM 1834, 35-41" , "Prime minister to William IV - setting for many an 6 test" , "Australian city" , "home for Victorians" .)
