(I know that Bobsled is a type of winter sport)
'hawke brown and katter governed' is the wordplay.
I cannot really see how this works, but
'governed' could be 'led' (I've seen this in another clue) and 'led' is located in the answer.
The remaining letters 'bobs' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
