Both the definition and answer are adjectives. Perhaps you can see an association between them that I can't see?

'indistinct bluster coming from the swaggie' is the wordplay.
I cannot really see how this works, but
'bluster' could be 'rant' (I've seen this in another clue) and 'rant' is found within the answer.
This explanation may well be incorrect...
