I believe the answer is:

This clue might be a double definition.
'issue' is the first definition.
(I know that remit is a type of issue)
'moderate instructions' is the second definition.
'remit' can be an answer for 'moderate' (I've seen this in another clue). I am not certain of the 'instructions' bit.
