I don't know anything about this answer so I cannot tell whether it can be defined by this definition.

'hardly' is the wordplay.
I cannot quite see how this works, but
'hardly' could be 'notabit' (I've seen this in another clue) and 'notabit' is found within the answer.
The remaining letters 'ofit' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
