I believe the answer is:

placebos

'inactive drugs' is the definition.
(I've seen this before)

'location to cry about' is the wordplay.
'location' becomes 'place' (a location is a place).
'to cry' becomes 'sob' (sobbing is a kind of crying).
'about' shows that the letters should be reversed in order.
'sob' written backwards gives 'bos'.
'place'+'bos'='PLACEBOS'

(Other definitions for placebos that I've seen before include "Inert medications, given in drug trials" , "Medications with no medicinal content" , "Physically inactive medicines" , "Blase cop offering dummy cures" , "Inactive drugs" .)
