Made-to-measure item for Mikado? (5)

Ross

I believe the answer is:

ruler

I'm a little stuck... Click here to teach me more about this clue!

'for mikado?' is the definition.
(mikado is a kind of ruler)

'made-to-measure item' is the wordplay.
I cannot really see how this works, but
'measure' could be 'rule' (rule is a kind of measure) and 'rule' is present in the answer.
A single letter 'r' remains which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for ruler that I've seen before include "Potentate" , "Strip with straight edge to measure" , "Measuring strip" , "Strip with straight edges" , "Queen, perhaps" .)

I've seen this clue in The Times.
