'Elvis' can be an answer for 'he'. I am unsure of the 'might' bit.

'live licentiously at central ruislip?' is the wordplay.
I cannot quite see how this works, but
an anagram of 'live' is 'elvi' which is present in the answer.
A single letter 's' remains which might be clued in a way I don't understand.
This explanation may well be incorrect...
