I cannot quite understand how this works, but
'say' could be 'eg' (both can mean 'for example') and 'eg' is found in the answer.
'first' could be 'ist' (ist resembles 1st) and 'ist' is present in the answer.
'queen' could be 'er' (abbreviation for Elizabeth Regina) and 'er' is found in the answer.
'scarlet' could be 'red' (synonyms) and 'red' is found within the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
