'occasion in january' is the definition.
I don't know anything about this answer so I cannot judge whether this works.

'november in part's cut short' is the wordplay.
I cannot quite understand how this works, but
'november' could be 'n' (phonetic alphabet: alpha, bravo, charlie etc.) and 'n' is found within the answer.
'part' could be 'stage' (I have seen 'Part of journey ' mean 'stage' so perhaps 'part' could also mean 'stage') and 'stage' is found within the leftover letters.
This may be the basis of the clue (or it may be nonsense).

'or' is the link.
