hydrant

'monster not drained' is the wordplay.
'monster' becomes 'hydra' (Hydra is an example).
'drained' says to hollow out the word (remove centre letters).
'not' with its middle removed is 'nt'.
'hydra'+'nt'='HYDRANT'
