Work by English rector in charge of sheets? (6,4)

Ross

I believe the answer is:

toilet roll

'sheets?' is the definition.
(toilet roll is made up of sheets)

'work by english rector in charge' is the wordplay.
I cannot quite see how this works, but
'work' could be 'toil' (toiling is a kind of working) and 'toil' is found in the answer.
'english' could be 'e' (abbreviation) and 'e' is present in the answer.
'rector' could be 'r' and 'r' is found within the answer.
'charge' could be 'toll' (toll is a kind of charge) and 'toll' is found within the leftover letters.
No letters remain.
This may be the basis of the clue (or it may be nonsense).

'of' is the link.

(Other definitions for toilet roll that I've seen before include "long paper" , "feature of the smallest room" , "paper not getting read" , "Tissue paper" , "Loo tissue" .)

I've seen this clue in The Guardian.
