'blend?' is the definition.
(I have seen 'fragrant blend' mean 'potpourri' so perhaps 'blend' could also mean 'potpourri')

'cascade taps or tip out' is the wordplay.
I cannot quite see how this works, but
'cascade' could be 'pour' (I've seen this in another clue) and 'pour' is present in the answer.
This may be the basis of the clue (or it may be nonsense).
