'don't pay' is the definition.
Although both the answer and definition are verbs in their base form, I don't see how one could define the other.

'don't provide transport home from the station' is the wordplay.
I cannot quite understand how this works, but
'provide' could be 'meet' (meeting is a kind of providing) and 'meet' is found in the answer.
'from' could be 'o' (I've seen this in other clues) and 'o' is found in the answer.
'the' could be 't' (the is pronounced as a 't' sound in some dialects) and 't' is located in the answer.
The remaining letters 'fail' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

'and' acts as a link.
