'demand' becomes 'call' (call is a kind of demand).
'beset by' means one lot of letters goes inside another ('beset' could historically mean 'cover').
'concessions' becomes 'sops' (sop is a kind of concession).
'call' inserted inside 'sops' is 'SCALLOPS'.
