'off' indicates anagramming the letters.
'sees'+'bronco'+'told'='seesbroncotold'
'seesbroncotold' anagrammed gives 'STONE-COLD SOBER'.

(Another definition for stone-cold sober that I've seen is " Not a bit drunk".)
